Pengullet is a penguin that wants to fly. The Paldex confirms its 'feathers have all but disappeared, but its desire to fly has remained as strong as ever.' Pocketpair, being thoughtful gods, gave Pengullet a partner skill that loads it into a rocket launcher and fires it at high velocity at your enemies. Pengullet explodes on impact and is incapacitated but not killed. This means Pengullet does, technically, fly. Briefly. Forever, in some sense.
Pengullet Launcher
When activated, the player equips a Rocket Launcher and fires Pengullet as ammunition. Pengullet explodes on contact and is incapacitated.
Pengullet Launcher equips you with a rocket launcher whose ammunition is one (1) Pengullet. The explosion deals real damage. The Pengullet recovers. This is the funniest 'partner skill' in the entire game and Pengullet has zero say in the matter.
What it does at base.
Watering 1, Handiwork 1, Cooling 1, Transporting 1. Pengullet is the well-rounded utility Pal of the early water-types: it cools your fridge, waters your fields, hauls things across your base. If Cattiva is the early-game intern, Pengullet is the slightly-cooler temp.

How it fights.
Dual Water/Ice typing makes Pengullet an early answer to Fire and Grass camps. Shot Attack 75 is genuinely fine for a starter. You will probably evolve past Pengullet, but you'll remember it.
Pengullet ammunition does not consume your real ammo. Free explosives. The math works out at higher levels.
